Solution: 

$\frac{4x+2}{5x-3}$ = -3

By cross multiplication:

=>$4x+2 = -3(5x-3)$

=>$4x+2=-15x+9$

=>$4x+15x=9-2$

=>$19x=7$

=>$x=\frac{19}{7}$

Therefore the value of $x$ is $\frac{19}{7}$
