Why do we cover plug pin holes which are within the reach of children with cellotape or a plastic cover when not in use?

The plug pinholes of no usage which are in reach of children should be covered with cellotape or plastic cover as children might insert their finger into pinholes and get an electric shock. As we know that plastic cover and cellotape don't conduct electricity, so by covering plug pinholes from cellotape and plastic cover the risk of getting electric shock is reduced.
