Solution:

$-2x + 3y = 12$

$\Rightarrow -2x + 3y - 12 = 0$

Comparing it with $ax+by+c=0$, we get,

$a= -2, b = 3$ and $c = - 12$.

The values of $a, b$ and $c$ are $-2, 3$ and $-12$ respectively.
