The sense of hotness and coldness by touching does not always work well because if you take your hand from cold water to normal water, it feels warm. On the other hand, if you take your hand from warm or hot water to normal water, it feels cold. Thus, the same water may give you different feelings.

It is caused by the relative temperature between your hand and the object. If they are near the same temperature, it will be difficult to judge whether your hand is really cold, or hot.

For example- Extreme cold can also give you a burning sensation making it feel hot.(Dipping your hand in the liquid nitrogen)
