Yes, a body can have mass but no weight.
As we know the relationship between the mass and weight of a body: $W=mg$
Here, $W\rightarrow$ weight of the body
$m\rightarrow$ mass of the body
$g\rightarrow$ gravitational acceleration
If $g=0$, then
$W=m\times 0$
Or $W=0$
So at any place where gravity is zero, at that place weight is also zero.
At the center point of the earth, the gravity is zero. So at the center of the earth, the weight of the body is also zero.
Hence, it is clear that a body can have mass but no weight.
