Why is it advised to tie any luggage kept on the roof of a buswith a rope?

When a moving bus suddenly stops, the luggage on its roof tends to continue in the state of motion due to inertia of motion. Hence the luggage will fall down from the roof of the bus.
Similarly, when a bus suddenly starts, the luggage on the roof of the bus tends to continue in the state of rest and hence falls down from the roof of the bus. Thus, to keep the luggage in place, it is tied with a rope on the roof of a bus.
According to the law of inertia, " An object tends to remain in its initial position. when an external force is applied to move an object, the object opposes the external force. Similarly, when an external force is applied to a moving object to stop it, it tends to remain in motion." This property is known as the inertia of the object.
