Fuel efficiency is determined by its calorific value which is the amount of heat energy produced on complete combustion of 1 kg of fuel. The calorific value of a fuel is expressed in kJ/kg.

A good fuel should have a high calorific value. That means it should produce a large amount of heat per unit mass.
