We know that:

$1.65\ m=165\times100\ cm$

$1.65m=165\ cm$

And we know that $1\ m=1000\ mm$

So, $1.65\ m=1.65\times1000\  mm$

$=1650\ mm$

Thus, in $cm$, the height of the person is equal to $165cm$.
