We have to find the mean literacy rate.

Solution:

Let the assumed mean be $A=70$.

Mean $=A+\frac{\sum{f_id_i}}{\sum{f_i}}$    

Therefore,  

Mean $=70+(\frac{-20}{35})$

$=70-0.57$

$=69.43$

The mean literacy rate is 69.43%.
