Solution: 

$0.25(4 f-3)=0.05(10 f-9)$

This implies,

$0.25(4 f)-0.25(3)=0.05(10 f)-0.05(9)$

$f-0.75=0.5f-0.45$

$f-0.5f=0.75-0.45$

$0.5f=0.30$

$f =\frac{0.3}{0.5}$

$f = \frac{3}{5}$

$f=0.6$

The value of $f$ is $0.6$.
