Solution:
Negative integers which are less than $-$19 are $-$20, $-$21, ... and so on to infinity.
There is no such smallest negative integer smaller than $-$19, if you choose any number then you can get a smaller number by subtracting any positive integer..
$-$20 is the largest negative integer which is less than $-$19.
