The aqueous solution of sodium chloride is neutral because it is prepared from the reaction between a strong acid and a strong base 
The reaction of preparation of sodium chloride: $NaOH+HCl→NaCl+H_2O$
The aqueous solution of sodium carbonate is alkaline because it is prepared from the reaction between a weak acid and a strong base.
The reaction of hydrolysis of sodium carbonate:$Na_2CO_3(s) + 2H_2O(l) → 2NaOH(aq) + H_2CO_3(aq)$
