In $7x^3 + 4x^2 - 3x + 12$, the term $7x^3$ has a variable of power $3$, the term $4x^2$ has a variable of power $2$, the term $-3x$ has a variable of power $1$ and the term $12$ has a variable of power $0$.

Therefore, the degree of the given polynomial is $3$.
