We know that,

The complement of angle $x$ is $90°-x$.

The complement of $21°17' = 90°-21°17' =89°+60'-21°17'= 68°43'$.

The complement of $21°17'$ is $68°43'$.

 The supplement of angle $x$ is $180°-x$.

The supplement of $80°49'25" = 180°-80°49'25" =179°+60'-80°49'25" =179+59'+60"-80°49'25"  = 99°10'35"$.

The supplement of $80°49'25"$ is $99°10'35"$
