Why does all the water of the earth not get evaporated during hot summer days?

Evaporation is a surface phenomenon and can cause vaporization only at the surface. All the water of the earth cannot be evaporated because the earth has two hemispheres(north/south) if it is summer in one hemisphere of the earth and it is winter in another. Thus, when water bodies are getting evaporated in one hemisphere another is storing water.
