Why does a boat tend to leave the shore, when passengers are alighting from it?

When passengers alight from a boat, the boat tends to leave the shore. It can be understood by action-reaction law. According to this law, for every action, there is an equal and opposite reaction. When passengers alight from the boat they push the boat backward and this results that the boat tends to leave the shore.
