Why are car seatbelts designed to stretch somewhat in a collision?

 Car seatbelts are stretchable to increase the time taken by the passengers to fall forward. Due to this, the rate of change of momentum of passengers is reduced. Therefore, less stopping force acts on the passengers. So the passengers do not get hurt at the time of the collision in an accident.
