What is the reason for this Statement-We say at sea level because the temperature at which water freezes or boils, changes as we go to the higher altitude.

At higher altitude, air pressure decreases, there is simply less air pushing down towards us the higher we go up in the atmosphere. When atmospheric pressure is lower, such as at a higher altitude, it takes less energy to bring water to the boiling point. Less energy means less heat, which means water will boil at a lower temperature at a higher altitude. This is why we take temperatures of Sea level.
