Rounding off 17,63,920 to nearest lakh = 18,00,000

City C:

Number of people = 17,05,000

Rounding off 17,05,000 to nearest lakh = 17,00,000

Adding these values to get estimated value:

Estimated number of people = 18,00,000 $+$ 18,00,000 $+$17,00,000

Estimated number of people = 53,00,000

So, estimated number of people is 53,00,000.
