$\frac{13+3( 1-2x)}{2} =-4$

$13+3( 1) -3( 2x) =2\times ( -4)$

$13+3-6x=-8$

$16-6x=-8$

$6x=16+8$

$6x=24$

$x=\frac{24}{6}$

$x=4$


The value of x is 4.
