Solution: 

7 + 4 - [3 - {1 + 2 - (4 - 9)}]

= 7 + 4 - [3 - {1 + 2 - (- 5)}]

= 7 + 4 - [3 - {1 + 2 + 5}]

= 7 + 4 - [3 - {8}]

= 7 + 4 - [3 - 8]

= 7 + 4 - [- 5]

= 7 + 4 + 5

= 16
