The rule for divisibility by 9 is similar to divisibility rule for 3. That is, if the sum of digits of the number is divisible by 9, then the number itself is divisible by 9.

Given,

Sum of the digits is $7+8+*+9+6+4 = 34+*$

Now, in place of * we have to place a number between 0 to 9 such that 34+* is

divisible by 9.  Therefore,

$34+2=36$ is divisible by 9.

The smallest number  in place of * is 2.
