Metals are said to be shiny. Why do metals generally appear to be dull? How can their brightness be restored?

Metals appear to be dull when exposed to air for a long time, as it forms a thin layer of oxide, carbonate or sulphide on their surface by the slow action of various gases.
Their brightness can be restored by rubbing the dull surface with sandpaper. By this, the outer layer is removed and the metal becomes shiny again.
