Since, in 'Y' setup pin the length of the wire $PQR$ is more than the length of the wire $AB$ in 'X' setup. 

Therefore, pin P1 is much closer than pin P2 from the flame. So the heat will reach much earlier to pin P1 in 'X' setup than pin P2 in 'Y' setup.

Therefore, the wax in 'X' setup will melt much earlier than in 'Y' setup. 

That's why pin P2 will fall off later.
