No, lightning will not occur if air and cloud were good conductors of electricity.
1. Conductors allow charge to flow freely, so separation of charges cannot take place in conductors.
2. If air and cloud are good conductors of electricity, then all the charges collected at the clouds will be transferred to the air and then into the earth. The accumulation of charges on the clouds cannot take place. Without the accumulation of charge, lightning will not occur
