Amount of food eaten by 1 oxen$=\frac{x}{15}$

Therefore,

Amount of food eaten by 25 oxen$=25\times \frac{x}{15}=\frac{5x}{3}$

Number of cows that will eat as much as 25 oxen $=\frac{\frac{5x}{3}}{\frac{x}{21}}$

$=\frac{5x}{3}\times\frac{21}{x}$

$=5\times7$

$=35$

Therefore, 35 cows will eat as much as 25 oxen.
