Solution:

Circumference of a circle of radius $r=2 \pi r$

Distance covered in 1 revolution $=2 \times \frac{22}{7} \times 28$

$=2 \times 22 \times 4$

$= 44 \times 4$

$= 176\ m$

Number of revolutions taken by the wheel to cover 352 m $=\frac{352}{176}$

$=2$

Hence, the wheel must rotate 2 times to cover 352 m.
