How does high wind come from low pressure and low wind from high pressure?

Air always flows from high pressure to low pressure.

When a region gets heat due to the sun, air expands and rises up. This creates a low-pressure region near the earth's surface and a high-pressure region above the earth's surface. . The surrounding air from the high-pressure region flows to the low-pressure region.
