Solution:
$\Rightarrow \frac{2 m}{3}+8=\frac{m}{2}-1$
$\Rightarrow \frac{2 m}{3}-\frac{m}{2}=-1-8$
$\Rightarrow \frac{4m-3m}{6}=-9$
$\Rightarrow \frac{m}{6}=-9$
$\Rightarrow m=-54$
Thus, $m=-54$.
