$38\ m  =  38 \times 100\ cm = 3800\ cm$

So, $38\ m\ 70\ cm = (3800 + 70)\ cm = 3870\ cm$

Length of cloth required for making each shirt $=$ Total length of cloth for 18 shirts $\div$ Number of shirts

$=\frac{3870}{ 18}$

$= 215\ cm$

215 cm of cloth is used for making each shirt.
