To do:

We have to find the value of $x$. 

Solution: 

$0.16(5 x-2)=0.4 x+7$

$\Rightarrow 0.8x-0.32=14x-7$

$\Rightarrow 0.8x-14x=-7+0.32$

$\Rightarrow -13.2x=-6.68$

$\Rightarrow x=\frac {6.68}{13.2}$

$\Rightarrow x=\frac {668}{1320}$

$\Rightarrow x=0.5$

Thus, the value of $x$ is $0.5$.
