Substituting the given values, we get,

$4m^2 n^2 \times 7m^3=[4(\frac{-1}{2})^2 \times (4)^2] \times [7(\frac{-1}{2})^3]$

 $=[4(\frac{1}{4}) \times 16] \times [7(\frac{-1}{8})]$

$=(1\times16) \times (\frac{-7}{8})$

$=16\times\frac{-7}{8}$

$=2\times(-7)$

$=-14$

The value of $4m^2 n^2 \times 7m^3$  when $m= \frac{-1}{2}$ and $n= 4$ is $-14$.
