Solution:

$\frac{3}{7}+\frac{-4}{9}+\frac{-11}{7}+\frac{7}{9}=\frac{3+(-11)}{7}+\frac{-4+7}{9}$

$=\frac{-8}{7}+\frac{3}{9}$
$=\frac{-8\times9+3\times7}{63}$     (LCM of 7 and 9 is 63)
 $=\frac{-72+21}{63}$

$=\frac{-51}{63}$

$=\frac{-17}{21}$

Therefore,

$\frac{3}{7}+\frac{-4}{9}+\frac{-11}{7}+\frac{7}{9}=\frac{-17}{21}$.
