We have to evaluate the given expression using a suitable identity.

Solution:

We know that,

$(a+b)^2=a^2+b^2+2ab$

$(a-b)^2=a^2+b^2-2ab$

$(a+b)(a-b)=a^2-b^2$

Therefore,

$(0.98)^{2}=(1-0.02)^{2}$

$=(1)^{2}-2 \times 1 \times 0.02+(0.02)^{2}$

$=1-0.04+0.0004$

$= 1.0004-0.04$

$=1.0004-0.0400$

$=0.9604$

Hence, $(0.98)^{2}=0.9604$.
