Does a concave mirror always make a real image?

No. A concave mirror forms both the images- Real and Virtual.

The formation of the image by a concave mirror depends on the distance of the placed object.

When an object is placed between the focus and pole of the concave mirror then the virtual, erect, and magnified image of the object is formed behind the concave mirror.

In all the other cases it forms real and inverted images.
