Sum of  $\frac{12}{5} $ and $ \frac{13}{7} $

= $\frac{12}{5} $ + $ \frac{13}{7} $

= $\frac{12\times7}{5\times7} + \frac{13\times5}{7\times5}$

= $\frac{84}{35} + \frac{65}{35}$

= $\frac{84+65}{35}$

= $\frac{149}{35}$

Product of $ \frac{-4}{7} $ and $\frac{-1}{2} $

= -$ \frac{-4}{7} \times$  $\frac{-1}{2} $ 

=$\frac{ 2}{7}$

Therefore, $\frac{149}{35} \div$ $\frac{ 2}{7}$

= $\frac{149}{35} \times$ $\frac{ 7}{2}$

=$\frac{149}{10}$

Hence, the answer is $\frac{149}{10}$
