Cost of 1 banana $=Rs. \frac{36}{12}=Rs. 3$

Cost of 1 orange $=Rs. \frac{28}{7}=Rs. 4$

Ratio of cost of a banana to the cost of an orange$=Rs.\ 3: Rs.\ 4$.

The required ratio is 3:4.
