Yes. you can say that passive transport is the process in which substances move from higher concentrations to lower concentrations.

Diffusion is a process in which substances move from an area of higher concentration to an area of lower concentration.

When diffusion is a natural phenomenon, a cell does not require spending its energy to conduct the movement of solutes from higher to lower concentration. Hence diffusion is known as passive transport.  

Active transport:

Active transport is the transport where the movement of molecules takes place across the cell membrane from the region of lower concentration to higher concentration, against the concentration gradient.

As this transport occurs against the concentration gradient, it required the spending of cellular energy in the form of ATP.

For example:

Sodium-Potassium (Na-K) pump that is required to maintain cell potential.
