Yes we can compare rational numbers with cross multiplication.
In cross multiplication, multiply the numerator of the first fraction with the denominator of the second fraction and the numerator of the second fraction with the denominator of the first fraction.
Suppose you want to compare the fractions . Multiply the numerator of each fraction by the denominator of the other:
$1 \times 5 = 5$
$2 \times 3 = 6$
We know $5 < 6$.
So $\frac{1}{3} < \frac{2}{5}$
