Solution:
Let $x$ be the number.
Therefore, $(-\frac{2}{3})^{-5}\div x=( -\frac{2}{3})^{4}$
$\Rightarrow x=\frac{(-\frac{2}{3})^{-5}}{( -\frac{2}{3})^{4}}$
$\Rightarrow x=(-\frac{2}{3})^{-5-4}$
$\Rightarrow x=(-\frac{2}{3})^{-9}$
