The refractive index is defined as the ratio of the speed of light in air to the speed of light in the substance.

If we say that the refractive index of diamond is 2.42, it means that the ratio of the speed of light in air and the speed of light in diamond is 2.42. 

$2.42 = \frac{Speed \ of \ light \ in \ air}{Speed \ of \ light \ in \ Diamond}$ 

Or 


$Speed \ of \ light \ in \ Diamond = \frac{Speed \ of \ light \ in \ air}{2.42}$ 

So, the speed of light in the diamond is very low compared to the speed of light in air
