Hydra and Planaria are the organisms that have the ability to regenerate the complete body from their cut body parts.

(b) Complex multicellular organisms cannot give rise to new organisms through regeneration, because, cells in the multicellular organisms form specialized tissues that possess the ability to perform specific functions.

These tissues form organs and thereby the organ system.

Therefore, these cells cannot reproduce or regenerate a complete organism from part of the tissue.
