Here it is given that a particle completes a half revolution of a circular track whose radius is $r$ in time $t$. 

Therefore, $AB$ is the displacement. 

So, the displacement $=AB=r+r=2r$

Therefore, the velocity $=\frac{displacement}{time}$

$=\frac{2r}{t}$


Therefore, the velocity of the particle is $\frac{2r}{t}$.
