Solution:

Let the radius of the wheel be $r\ cm$.

Circumference of the circle$=$ Distance covered by the wheel in one revolution$=\frac{11}{5000}\ km$

$=\frac{11}{5000}\times1000\times100$                  [$\because\ 1\ km=1000\ m$ and $1\ m=100\ cm$]

$=220\ cm$

$\Rightarrow 2\pi r=220$

$\Rightarrow 2\times \frac{22}{7}\times r=220$

$\Rightarrow r=35\ cm$

$\Rightarrow$ Diameter$=2r=70\ cm$

Thus, circumference of the wheel is $220\ cm$ and Diameter of the wheel is $70\ cm$.
