To find: We have to find the actual number and percentage of people who did not vote.

Solution: 

Total % Voters = 100%

% of voters who voted = 60%

% of voters who did not voted = 100% - 60% = 40%


Now,

Number of voters did not vote = 40% of 15000

Number of voters did not vote = $\frac{40}{100} \ \times 15000$

Number of voters did not vote = 40 x 150

Number of voters did not vote = 6000
