We know that,

$1\ cm=10\ mm$

This implies,

$1\ mm=\frac{1}{10}\ cm$

Therefore,

(a) $2\ mm=2\times\frac{1}{10}\ cm$

$=\frac{2\times1}{10}\ cm$

$=\frac{2}{10}\ cm$

$=0.2\ cm$

(b) $30\ mm=30\times\frac{1}{10}\ cm$

$=\frac{30\times1}{10}\ cm$

$=\frac{30}{10}\ cm$

$=3.0\ cm$

(c) $116\ mm=116\times\frac{1}{10}\ cm$

$=\frac{116\times1}{10}\ cm$

$=\frac{116}{10}\ cm$

$=11.6\ cm$

(d) $2\ mm=2\times\frac{1}{10}\ cm$

$=\frac{2\times1}{10}\ cm$

$=\frac{2}{10}\ cm$

 This implies,

$4\ cm\ 2\ mm=(4+0.2)\ cm$

$=16.2\ cm$

(f) $83\ mm=83\times\frac{1}{10}\ cm$

$=\frac{83\times1}{10}\ cm$

$=\frac{83}{10}\ cm$

$=8.3\ cm$
