Description:
1) Lets start with the basic.Make a new document, say 300x300, sould be big enough.
2) Lets make some text (I used the word "n00b" but you can do anything)
3) Select the Retangular Maquee tool and put it round the text,
4) Now the really fun part
Make a new layer but DON'T desalect the box.
Now get one of you'er grunge brushs or whatever makes a mess.
