Description:

This tutorial will show you how to make cotton ball flower wallpaper.

Go to File >> New document set new document space with width & height at 300 pixels. And set resolution at 72 pixles/inch in RGB mode.

New layer name greensm. Use eliptical marquee tool to create small circle and change color code name to 99CC00. Then Fill color in the selection and go to menu select choose deselect.    More detail...
