Description:

In this tutorial I will show the steps needed to create a high definition television in paint shop pro 9. I am not to sure what you could use this for. Maybe a electronics site. If anything its good practice.

Create a new document 400x300px. Then create a new layer. Layers > New Raster Layer. Turn on your grid CTRL+ALT+G, Set the grid to 5x5px View > Change Grid, Guide & Snap Properties. Now choose your "Selection Tool" set the "Selection Type" to "Rectangle" and "Anti-alias" checked. Make a rectangular selection leaving some space on all sides of the canvas.    More detail...
