Description:

Firstly, open a new canvas, 800px x 300px in size.

Fill it in with Black. Insert some nice, large text in white (#FFFFFF).

Create a new layer, fill it with white, and set foreground color to black (#000000). Go to Filter > Texture > Stained Glass, use the following settings and click OK

Use the Magic Wand Tool to select the black part.    More detail...
